Position Description: The position is responsible for creating an environment where patrons have the best possible library experience at the Nancy Carol Roberts Memorial Library. The Librarian provides administrative direction of a broad range of public library functions, including the management of a public library collection and for the provision of library services to patrons and community organizations. Duties include supervision of all library staff, policy recommendation, departmental planning, and direction and administration of library activities. The position also includes making library financial and technical decisions. The work requires that the employee have thorough knowledge, skill and ability in every phase of the public library field.

Required Education: Master's degree in library science from an ALA accredited library school plus three years of experience, at least one of which involved supervision; or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities.
Required Experience: *Supervises library staff, including assigning and reviewing work, training, conducting performance reviews, and recommending personnel actions such as hiring, transferring, promoting, disciplining, or dismissing employees;
*Maintains patron, technical and administrative operations of library;
*Evaluates and administers library programs such as circulation, reference, reader's advisory services, children's services, community services, and public information;
*Oversees materials acquisition plan;
*Work with the City IT department to manage technology including staff and public computing, application software and telecommunications, circulating devices, as well as specific facility, meeting room and materials management systems.
*Responds to staff calls for help, troubleshoots and solves hardware and software problems, monitors overall system performance, implements improvements and works with the IT team to develop long-range technology plans;
*Directs the development, repair and maintenance of the Library facility;
*Drafts and recommends policy to the Library Board and plans for the implementation of public library goals and objectives;
*Keeps supervisor apprised of library operations and issues;
*Writes grant applications and proposals, monitors grant process, performs grant implementation, and coordinates fundraising efforts with the library friends group;
*Establishes and reviews library procedures;
*Conducts Library Advisory Board Meetings, plans and posts meeting agendas, develops agenda packets, and records meeting minutes to be filed with the city;
*Acts as library liaison to local civic organizations and confers with State agencies, other public libraries, corporations, and community groups in the development of library programs;
*Prepares the annual departmental budget and presents and defends budget requests before the Library Board and City Council;
*Handles patron complaints;
*Assists library staff as needed;
*Performs special projects as assigned by supervisor.
